Without written authorization from her, they cannot give you her licence, or even any information about. She has to apply. If it was a medical reason, it has to go through the medical records section, or whatever it is named in your state. They will require details from the physician.

Take a look a the DVLA website. there is a section on medical conditions (I assume that's the issue). There are several options, Conditional return, Unconditional, Need medical report, need formal assessment, need new driving test. SHE will have to apply giving details of her old licence, and if successful advisable to check that the new document has all the entitlements it should.

You can't. She will have to. Have her call first to see what they will require, probably a physicians statement that she is able to drive or something similar, give them what they need and get it back.

call the dvla it will take a while to get through the menu system but once you get through they are very helpful

for one its DVLA two you wont get it back off them no way
