Send her a dozen long-stemmed red roses with a card.
Follow that up with a dinner invitation (if money is a problem, MAKE her dinner!) or propose an activity you know she likes, like a long walk in nature, a day driving or biking in the country...
Most importantly, without getting too aggressive or overly mushy, tell her you like her (and why), that you'd like to spend more time with her and, since Valentine's Day is all about love, you thought this was the best time to let her know how you feel.

I think that you should do something that she would always remember. You don't even have to spend a lot of money. Really it depends on whether she is a materialistic person or if she likes things that come from the heart. Personally I think that the best Valentine's gift that i have ever received was a poem and a little cup full of flowers that he had picked himself. It was the cutest thing i have ever received. We ended up dating for like two years. So do something that would like totally make her heart melt! Good luck!

Buy/make her something personal. A picture of the two of you, a CD with songs she likes, a book you know she wants. Write her a nice note too, girls like that.

I would tell her to dress up very nicely, which most girls like to do and take her out for a nice dinner and maybe a nice movie.
