unable to download IE7?

After downloading IE7, I am unable to connect to the internet. I did this for my laptop and it worked just fine, but I recently purchased a Dell Desktop and the 2 times I tried to install IE7, it was unable to connect. Is there a setting I need to en(dis)able. Wondering if there is a logical solution.

Did you update windows before installing IE7?
