depends on how long you have been dating, how old you are, and how deep the relationship really is...if your at a good age, been dating for over 3 years, and have what seems to be a great relationship...put out some signals that that is what you want...if he still doesnt you need to question everything
in addition, hey engagement rings are so pressuring to a guy, because every woman wants a rock on her finger that she can barely lift, so his not being able to buy one that you can happily show off to your friends and family, might be holding im back too.

Go ahead and ask. Its not a bad thing for the woman to take the lead in a relationship anymore. Women always complain about being treated equally well heres your chance.

why are women such in a rush to get merry all the time. don't ask him, talk to him about marriage , life, and the future so you get some kind of idea if he wants to merry cause when he ready he will

Depends on if he loves you and how long you've been goin out but if you want to ask him then ask, its not easy for most of us guys to get the balls to ask even though we want to.
