depends on how long you have been dating, how old you are, and how deep the relationship really is...if your at a good age, been dating for over 3 years, and have what seems to be a great relationship...put out some signals that that is what you want...if he still doesnt you need to question everything
in addition, hey engagement rings are so pressuring to a guy, because every woman wants a rock on her finger that she can barely lift, so his not being able to buy one that you can happily show off to your friends and family, might be holding im back too.
