I presume you are asking about passenger transportation. Railroads move a majority of freight now.
Railroads still play a big part in passenger transportation in the cities of the East now. Daily commuters use the railroad to get to and from work.
Railroad companies are in business to make $$$. A lot more of it can be made by hauling freight than people:
1) The rail standards for freight are lower than freight. Billions would have to be spent on upgrading them.
2) Freight cars are cheaper to make.
3) Labor for passenger trains require 4x the cost of freight.
The gov't would have to subsidise all of these costs and ban auto traffic to make it work. You can't force railroads to not make a profit. Do you want to pay more taxes???

Railroads are all over this country and used quite a bit. CSX and Union Pacific dominate the freight rail industry and Amtrack is the primary people mover along the rails. Commuter rails (such as in Maryland and Virginia haul many thousands of commuters to DC alone every day, and that is not counting DC's subway system.

When someone comes up with enough money to repair all of the out of date rails and trussell's. I would love to see them used more on local tracks.We have tracks in my town that can't be used because the trussell's are not up to code.

I wish we still had the trolleys in St. Louis. They stopped them a few years before I was born but they were economical and ran on "clean" electric.
