Raised couple dogs of my own, i believe you are reffering to their ecrection, when human men gets horny their penis often gets a little bigger, it is same idea with the dog, also it helps the pentration while sexual action occurs between female/male dogs. Sometimes the dog is horny becuase they know there is a female dog out there in heat. Hope this helps you.
