Sweety you should have stated what religion you are. But, any way from my understanding, babies are born pure so yes they would go to Heaven. If you commit suicide that is to be a sin and you would go to Hell. If you were murdered the person that COMMITTED the murder would go to Hell, because that is a sin. However, we can all ask for forgiveness and be forgiven by God.

The ones that go to hell or the ones that have heard the word about The Lord and rejected him. The ones that have never heard of him are not held responsible. Being baptized is a symbol of the cleansing of your soul. Someone who truly serves the Lord will not go to hell for not being dunked under water.

smoking is a bad habit just like overeating, drinking alcohol, drugs, etc. All sin in some way or another. This has to be between the person and their relationship with the Lord.

I m giving this from the perspective of a different faith and I hope it is OK. I feel that those souls who committed suicide a few days or weeks or months before they were due to pass over, come back as babies and die shortly after their birth to finish of the previous birth's karma. Where they go depends upon their previous birth's karma since they would not have accumulted karma in the present birth. They also help the parents, the doctors and others to work out their karma.

Regarding babies: No. They are born innocent and have no capability of sin. They come back again.

People who smoke: It depends on the person. If they are doing it of their free will, then yes. Smokers can quit. No excuses. If they are a good person trying to quit, then no.
