There is a timer on the pole that the electric company, or the city must set. I know there is a pole on the basket ball court outside, and if the power goes out then the timer does not work properly and must be reset so it does not come on at 12;30 to 4:00 am. Which they do not do in the winter. So the light is on at night when no one is around. There is also a main switch at the maintanence yard in most cities.

definitely works by the amount of light, pretty much the same way as a security light does not switch on during the daytime, hence why some come on sooner than others, certain areas where lots of birds are evident some lights stay on all day as the bird fouling that gathers on the sensors block out the light and so the light stays on all the time until the sensors are cleaned.

A dust to dawn light uses what is called a small solar panel to power a Nomally closed relay coil, during the day the power from the solar panel is sent to the relay coil and holds the contacts open, when the sunlight in to dim anymore to power the relay coil the coil can't hold the contacts open anymore so the spring closes them completing the circuit and turning on the light.

It reads the amount of light and turns on when it reaches a certain point. They will turn on during bad storms too when the light gets down to a certain point.

They have light sensors. The daylight actually keeps the circuit from completing, so the light doesn't turn on. When the daylight goes on, the sensor turns off, the circuit completes, and the lighjt goes on.

invisible elves climb up on their invisible ladders and flip the light switch.
Another theory is that we are really inside a massive refrigerator, and the lights turn on when the giant opens the refrigerator door. It kind of solves the mystery of whether the light stays on when the refrigerator door is closed.

it has a small electrical device that registers how light it is.
if it gets too dark it turns on.
thats why sometimes when it storms and it gets clouded, the lampposts go on aswell (the clouds make it darker)
