Shingles causes a painful rash of small blisters that typically appear on the body, often in a band on the chest and back. Common sites for shingles may be seen in the diagram as per 2nd reference.

Yes...because shingles follow the nerves...anywhere you have nerves you can have shingles...also called Herpes Zoster...comes from having had the "chicken pox" virus...a lot of kids today will never have to suffer from shingles having never had chicken pox...
Ever had a cold sore? It is also a herpes type virus...and shingles feel like a bunch of cold sores, all clumped together...and the pain can be excruciating...

Yes, you can get shingles on your neck. My dad had them on his stomach after chemotherapy. I've also heard that you can get them inside.
