The first stumbling block is getting out of the country. For crossing the border, everyone is on their own, and will have different things to prove depending if they are 15 or 17.

As for accommodation, I would phone ahead. It is unlikely unless one person is 18, and considered an adult, depending on what country you go to the age could be higher.
