Because they are afraid that the women will guess their real intentions: bang her well and then move on to another.... That is why they are "shy".
They are embarassed to be themselves. It's not very pretty.

There's nothing wrong with you asking him out for a coffee or whatever. :) Or if you are going out with a bunch of your friends to a movie or whatever, why not invite him along? We're not living in the 60's... a girl can ask a guy out that she's interested in without looking bad.
You didn't say how old you two are, but lots of people act weird around people they like.
Good luck!

Because some of us "guys" are very timid folk you know, we don't want to screw anything up. i'm very shy most of the time. some of it is fear of rejection, some of it is just fear of saying the wrong words, sometimes i can't even find my voice. If you want to get a shy guy you have to be assertive and show intrest back, eventually we open up and feel more comfortable, it takes a while to crack the shell but once it's open, its worth it. It wouldn't say it's a sefl confidence issue all the time though, i'm very confident in my abilitys. Also most shy guys have a hard time expressing how they feel, like me =) i express my emotions through music(melody) i don't like words.

I am always a straight forward person. I have never been shy towards the opposite sex. Some guys are, maybe be they lack the self-confidence.

Shy men lack self confidence. Self-confidence, not arrogance. Yes, there is a difference. I take it this kid is under 18? Sounds like he's not quite a man yet.

I have to agree with aphotic nostrum, but it's also because he just got out of a relationship and he still fully not recover from it. He just doesn't want to get hurt again.
