I think it could be one of two things ..... either there's a physical attraction between the two of you or ..... the fact that it happened more than once could mean he/she is wondering why you keep looking and thinks ur some kind of threat

it can mean something.. I have never been able to realy look anybody in the eye especialy a man but my boyfriend and i often stare into each others eyes several times a day most days and we love it.. he will actualy take off his glasses most the time when we stare at each other.. its just like a silent communication to each other telling one or the other that everything will be ok i'll always be here for you and I love you very much..

not really...to me at least, I always look people in the eye when i am talking to them...but if we are not talking to each other it gives me the feeling that he likes me...
