If you cycle frequently, you could try changing your pedalling style. 'Ankling' uses the thigh muscles less, by adding an exaggerated ankle movement (flex the heel downwards at the top of the pedalling cycle; point the toe downwards at the bottom, so your knee doesn't rise and fall as much as normal), and this will (very slowly, but very effectively) reduce the amount of fat your ankles can store.

There's no real way to "target" an area for weight loss.

You CAN target a portion of your body to develop the muscle, but to reduce fat in your ankles you have to reduce the fat in the rest of your body as well.

Lie in the bath, lift one leg up, run your fingers up your leg from between your toes, over your ankles, up to your thighs
with firm fingers pressing down. Concentrate on feeling the bones under your fingertips.
Also use a massage cream / oil & massage your legs the way athletes do, to ease cramp, concentrating on the muscles.
& keep flexing your feet when you are sitting down
& moving your ankles around in wide circular motions.
If you have flat feet, tense your feet & try to make your feet arch, & if you can keep standing on tip toes, to help make your feet more flexible.
& take more excercise to improve your circulation

Nope - its not possible to "spot reduce" particular parts of the body. Diet and excercise are the only combination that will reduce your overall body fat.

Aside of body/bone type, ¿are you sure it is fat? You could be retaining water.

Check it out with a doctor first.

Any way, a good diet and exercise plan (with cardio included) will benefit you.
