My Shitzu not to get mean when he chews on paper and we take it away from him. I know that they are stubborn but he just seems to get really mean

Obedience training. It sounds like you need a crash course in relating to your dog.
Air sprayer is a completely stupid idea. Those sprayers can cause serious injury if sprayed into the eyes, ears or nostrils.

If he starts to snap at people, Get an Air Sprayer. It just send s agush of air at it to scare it. It'll stop then.

You need for your dog to respect you as alpha status in your home. If you don't know how to do this, then you should consider finding a trainer who will help you learn how.

either use a squirt bottle or if that doen't work get a training collar from you pet store and correct him every time he does it
