You should say I beg your pardon. You are literally begging them to pardon you for something. That is also why you say it when you don't hear someone, you are asking them to forgive you and repeat themselves.

Well the foreigner can use all it depends in which context of how you are saying sorry. I apologize is more professional and heart felt I am sorry is acceptable in any social blunder I beg your pardon is a bit fancy but it would be nice to hear Excuse me is more for cutting a person off.

The phrase is "I beg your pardon", because, theoretically you are asking for the person's forgiveness for your rude action. I wouldn't say that, though, because "I beg your pardon" these days is used to express that the person just did something that you thought was rude. "Oh, I'm so sorry!" or "Please excuse me" would work in this situation.

i would say, "im sorry" if i stepped on someones foot. and as far as your second question goes, i would imagine its because you are begging them to pardon you for not hearing them. i suppose its an old term.
