first scrape off any old flaking paint if there is any.

then prime with an oil based primer.you can use a metal primer if you like.

then paint with a regular oil based paint

I don't know if it can be purchased in retail stores but, I know they make a paint called register paint that is sold in hvac supply stores.

Something for metal (I assume that's what they are made of). Take them off, paint, let dry, and put back on.

I would take them off and then spray paint them with that rustolium spray paint - you can choose any color they have.
