The first practical computers were made by the Inca using ropes and pulleys. Knots in the ropes served the purpose of binary digits. The Inca had several of these computers and used them for tax and government records. In addition to keeping track of taxes, the Inca computers held data bases on all of the resources of the Inca empire, allowing for efficient allocation of resources in response to local disasters (storms, drought, earthquakes, etc.). Spanish soldiers acting on orders of Roman Catholic priests destroyed all but one of the Inca computers in the mistaken belief that any device that could give accurate information about distant conditions must be a divination device powered by the Christian “Devil” (and many modern Luddites continue to view computers as Satanically possessed devices).

Windows 3.1 was NOT the first OS to be used. Not many people know the answer, so I don't "look down" on you for that answer. It was a good try, though. =)
Unix was actually the first OS to be used. Look around on the 'Net, preferrably Google, and look for the resource management techniques.
And before Windows 3.1, it was DOS, also from Microsoft. Each version of Windows, up until Windows XP, was based on DOS, I believe.

I don't know the OS but it was the system ENIAC if I remember right. If my memory is correct it only have about 8 or 16k of memory. It used tubes and switches to operate. It also used paper tape I believe.

well the first ubiquitous desktop one was DOS (originally QDOS) but UNIX predated that on the mainframe - albeit in different versions
File and memory management would take a lot of time and space to answer
