Evil is action that trangresses God's command by action or intent.

Jesus answered them, “‘Love the Lord your God with all your heart and with all your soul and with all your mind.’ This is the first and greatest commandment. And the second is like it: ‘Love your neighbor as yourself.’ All the Law and the Prophets hang on these two commandments.”

Evil is something or someone devoid of anything good - therefore it is a fictitious concept and 'hurting people who don't want to be hurt' wont always come under that idea.

Nope. In that case capital punishment would be evil.

It is, but a lot of people don't believe it.

When does anybody deserve to be hurt? Punished yes, but not hurt.
