When I was in the Air Force stationed at Aviano Air Base in Aviano Italy (February 1978-February 1980) we were told about the SOFA. If I remember correctly this stands for Status of Forces Agreement. This is an agreement between the U.S. government and the government of the country the base or bases were in. Of course I never had to read it but my guess is that it was a very detailed agreement explaining exactly what we could and could not do while we were there.
We were reminded that we were visitors in that country and we were subject to the same laws as the citizens of that country as well as the U.S. military rules and regulations.
If Italy decides that it is not in their best interest to allow the expansion at Vicenza we should not complain. After all it is their country.

The US base at Vicenza currently has 2,600 members of the Army's 173rd Airborne Brigade, the other 2,400 members of the 173rd Airborne Brigade are based in Germany.
The United states wants to base all of the 173rd Airborne Brigade at the same post.
So they approached Italy to see if they can expand the base at Vicenza by building new barracks at Vicenza’s airport Dal Molin .
If Italy agrees, they will build the new barracks and move the 2,400 soldiers from Germany.
If Italy does not agree, they will close the base and move the 2,600 soldiers there to Germany to join the 2,400 soldiers already stationed there.
It's Italy's choice whether to allow the expansion or not, The United States does have a good reason for the expansion......... Basing the entire unit at the same base.

It would be good to close bases in Italy. Italy was never an ally of the US. If they don't want us there, bye bye. I would also close the bases in Germany, they also have never been our ally. I would also suggest stopping any commerce between Italy and the Us. All I can say to Italy is. "Don't get into a place where you call on the US for aid. Be careful out there. It's getting cold. Smile

Either way, it doesn't really matter. However, all you posers are bull crap. When I was In Iraq, I was working close with the Italian Carabieneri. We were working as a cohesive unit and spilled blood together. There was no mention of hatred between the two countries. I found the Italians most hospitible.

I think the only Americans who care are the ones in the armed forces. I'm American, and don't care if there is or isn't a US military-base in Vicenza.
......
