The words mean "already seen". It is a feeling which most of us experience of suddenly being aware that we have seen something before, although we have never been to that place/ met that person before. It may well be that we have dreamed about it or read about it and that it is therefore in our subconscious, but it is an eery feeling when it comes upon us.
