It is a genetic left over from being female first. Anyway- wouldn't it look funny without them? Would guys have to paint them on if they didn't have them at all? Like eyebrows on a woman? Can you imagine sitting at some fine supper club and a guy says- "Excuse me, I have to go freshen up my nipples."?
Saves them a lot of embarrassment by having them.

Because the gender of the foetus is decided after the nipples have been given. There is no riddle.

It's in the genes as babies were conceived but before the chromosomes determined to have a pecker or not. But then, it's too late to turn off the nipple gene.
