You are pear shaped. Try a low fat diet with cardio exercise and target the lower body.
You need to decide what is more important to you...slightly larger breasts or significantly smaller hips and thighs. Go from there.
Your breasts will probably not change all that much, but if you are really concerned, you can try pectoral strength training (flys, dumb-bells, rowing, etc) to build up the pectoral muscle, which lies under the breast tissue. This will give the appearance of firmer and larger breasts if you do lose a little of your breast bulk.

We all want to be healthy and look our best, so this is my suggestion
When you work out, only work out your bottom half, (legs, bottom, and hips). Purchase a Pilates work out tape and only do the excercises for the legs and hips. These will slim and tone within a few weeks. While keeping your upper body the same.
Lastly, if you really are an hourglass and have wide shoulders, and long legs don't worry so much about your top not being big enough. Shoulders make a world of difference and can balance any figure, this goes for men and women. And long legs add symmetry to curves.
But if you are small shoulders where the hips, thighs are way bigger than your shoulders and short legged, then you are a pear. Just wear brighter colors on top and neutral colors on bottom, until you are satisfied with how you look.

The pelvic shape is classified by the "Caldwell-Moloy" system.
The pelvic shape grately determines the physcial look of a woman.
An hourglass shape is a feature of a gynecoid or true female pelvis. Rougly 50% of caucasian women have that shape.
Woemen with this pelvic are shapely and curvy and easily tend to maintain flat stomach. The problem area's where fat is accumulated are often the hips thighs and but. This can be kept at bay by exercising that problem area and by doing cardio

I know what you mean,I am 5'7 and am the same weight as you AND I have three children under 6. I also am heavier around my butt, thighs and hips!
What I do,when I get enough time,is jog on my tredmill for about 30 minnutes about 2 to 3 times a week. And I do toning excersises,(pilates)and jumping jacks help as well because each time your legs jump outward it flexes your hips as well.
A little bit of toning excersises is all it takes! Good luck!

You can only feel and look your best when you workout regularly. You might not even lose much weight, but by being toned and fit your body will be healthier and a healthy body is a more beautiful body. So just ask yourself if having fatter breasts is more important than being your healthy best. Good luck!
