Yes, sex does not have to be in the equation to constitute what love is all about. Sex is only an expression of love. You can be in love and not have sex, not even kiss. Imagine what long distance lovers go through or couple where one in sick or hospitalized.
Even when you are healthy and near, sex is not necessary but having said that, if sex doesn't exist because one person is holding out from their partner, than you would have to question the real meaning of love in this type of relationship.
It's problematic when one person holds out sex or use it as a tool to control someone.
Kissing is sexual, and often leads to sex. So don't kiss too long if you plan not to have sex.

when I was younger I thought it sexual...but that was in a relationship that we didn't kiss or weren't affectionate really throughout the day...then kissing did lead to sex.
But it isn't sexual no. There is a lady that owns a coffee shop that gives everyone who goes in there regularly a big wet sloppy lip to lip kiss. It's just a culture thing with some people as well. (not open mouth, but definitely on the lips)

A kiss can run the full range from a friendly peck to a full throttle lip lock that can steam up the windows. Its not necassarily a sexual thing, but if both people want it to, it can be very, very hot.
One of my best relationships wass with a girl who all we ever got around to was kissing. I enjoyed it, so did she. She wanted to remain a virgin until marriage and I respected that.

Kissing is most pleasurable in its own right ..... it CAN lead to
sex if you want it to. If you don't want it to lead to sex, then
don't let it (you'd be wise to steer clean of petting if you don't
want kissing to lead to sex.)
