For example, is TCAS desensitized in the landing configuration (i.e. when the gear and flaps are down)?

No, the way TCAS works is it able to "listen" in on the other aircrafts transponder.In other words it interrogates other transponders by sending out a radio signal that says "anybody out there?" The aircraft that have a transponder on will answer,
with a reply signal with the code they have dialed in. (ATC provides this 4 number assignment.)"yea, I am right here". This happens very quickly and continuously. By triangulation over a period of time, the TSAC is able to discern the others location ands displays it on the unit. Many also have audible warnings and recommended action to take to resolve the conflict.
TCAS is only able to interact with aircraft that have a correctly operating transponder . it is nothing like radar.

TCAS is typicall disable from a certain Radio Altimeter reading (like 50 feet or so) on down during landing and from zero up to a certain altitude on takeoff. Otherwise you'd get constant RAs (Resolution Advisory) every time you moved your airplane around on the ground from all the aircraft in close proximity to yours.

On my aircraft (737NG), TCAS is actually providing radar altimiter altitudes on approach. This is one of the many reasons we can't do more than a CATI ILS or even fly some of the lower nonprecis without TCAS oper.

Absolutely not! TCAS is at its MOST important during take-off and landing since this is the time when aircraft are in the closest proximity to one another.
