I don't use any software. If you're using a PC with Windows, you can follow these steps - they work for me!
1. Find an image you want as your background/wallpaper. I use Google.com's image search to find some cool images.
2. Once you have the image you want, open the file (or webpage).
3. With your mouse, right click on the image.
4. Select the option on the menu titled "Set as Background."
5. Look at your desktop - the image should be the background.
If you need to alter the wallpaper - make it stretch, tiled, centered, or different resolution, right click on your desktop. Select "Properties" and then click on "Desktop." You can modify the image in any way.

This is a very broad range question. There's many different paint softwares available on the market. I personally use Corel's PaintShop Pro software. I find it to be a little easier to use than others I've worked with in the past. I'm also assuming you're using a PC and not a Mac. Once you begin to understand the basics of the software, then you'll see that you can cut and crop photos to be resized to fit your screen to be used as a wallpaper or you can start from scratch and create your own drawings using various tools within the software. When you start doing your own drawings, you may want to consider buying a graphics tablet. This will make it easier to draw with versus using your mouse.

There are severl ways to read your question.

- you want to change your current wall paper/background
- you want to create a new wall paper/background for yourself or others.
Almost any graphics or photo type software, it depends on what you are planing to do, make your own or make for others (free or sell) are things to consider as well.
To change wallpaper/background go to Start menu, open Control Pane, select the Desktop tab and click on the items there view what is available or use the Browse button to view other graphic files and see how they might look

Any picture can be used as a wallpaper. So you can create a wallpaper with any graphic editor - including "Paint" that is included with Windows.
Save (or create) the picture on your computer.
Rightclick on the desktop
Go to Properties
Go to the Screen saver tab
Browse to the picture you want (if it is not on the list)
Select it and click OK
Done...

You can do as i do and save a pic to the computer (any pic--even from the internet) then just right click on the pic and go to save pic as desktop background. Works for me every time and I am always changing mine too!

use webshots.... this will b the best u would have seen .....i changes wallpapers automatically on the user desired time..u can change the pictures u want to have.. just type "webshot" or visit www.webshots.com..
