White vinegar is made from select sun ripened grain distilled with water. It is the same process for making alcohol but without the yeast or fermentation.

Vinegar can be made from any grain or fruit but just regular white vinegar is made from some sort of basic grain like wheat or something that ferments

Vin aigre – from the French meaning sour wine. That is its origin. Through the centuries vinegar has been produced from many other materials, including molasses, dates, sorghum, fruits, berries, melons, coconut, honey, beer, maple syrup, potatoes, beets, malt, grains and whey. But the principle remains unchanged - fermentation of natural sugars to alcohol and then secondary fermentation to vinegar.
