The air is both circulated and fresh. New air is pumped in, then circulated. The circulated air takes less energy to maintain cabin temperature since it is already warmed. This allows the operator to save on fuel expenses.

Its actually piped in from a type of circulation conversion in the rear of the aircraft. If the air from the outside of the aircraft were brought in you would suffocate due to the amount of oxygen that doesnt exist at 30,000 feet.

The air in the cabin is recirculated to maintain cabin pressure.

Actually its both, supposedly brought in from outside, filtered ,then recirculated, before it is exhausted, only to repeat this process all over again.
