The paint is known technically as Zinc-Chromate. It was used on the interiors (not just the cockpits) of virtually all military aircraft until the 1980's. It was used to prevent corrosion on the aluminum. In the late 1980's they discovered that the powder given off by the paint was a potential cancer risk and was banned outright in the USA and many other countries.
The Russians eventually caught on and removed it from their aircraft too.

because green is in the middle of the color spectrum, it causes less fatigue on the eyes and it is also supposed to be soothing. we paint the interior of our submarines a light shade of green also.
