technically since they're both mammals then yes. and if you go even further than that they both probably evolved from something the same.

It depends how you look at the situation

1) Directly related by genetics ...no

2) Cows eat grass, there is a lot of grass in parks, people take thier dogs for walks in parks...
thus linking cows and dogs.

Not really. They're both mammals. Dogs eat meat, protein mainly. Cows eat grass, hay, silage, etc. Do you think they're related?
