your question is different! the main concepnt of indian law is that persons who hven't done the crime should not be punished. so it's giving a chance for the victim to prove him. the problem is no one could frame a good law for this whatever we frame the law the persons knows to escape from it. for e.g. how strict the superwiser may be the students know to copy the bit... the teaching of the crime starts from the school itself

Delayed justice is unjustice.
The main reason of increasing the time required for decision of the case is increased number of cases because every criminal has in the back of the mind that he will receive the judgement when he will not be alive any more. There fore many and many cases are being registered and no body is there to check whether the cases are being seen with justice and law framed for their resolution. for decreasing the time lag for receipt of judgement the courts need to show their aggressive approach for their resolution. I feel the following measures can help to reduce the time taken for receipt of judgement:
1. There should be a time limit fixed for the resolution of the case, if the judgement is pending for more than time limit the responsible should be answerable for the same.
2. The corruption in judiciary should be looked into more aggressively and no chance of hearing should be given if the judges are caught red handed.
3. The approach of law need to be relooked. when Indian penal code was framed the situation was not that worst. It means that IPC need major revision.
4. There should be more appointment of judges and number of cases per judge should be fixed so that the judge can read the documents filed with them instead of relying on the presentation given by the lawyer.

The intefearance of politicians and money which play a major role should be curtailed forthwith at the sametime the judiciary should also be made more effective, thereby enabling the indian law to punish and to take swift action against the law breakers.

Now a days the Indian Law is in the hand of polititions and more money holder or some possition/status holder people. They can do everything for their profit because you know the proverb "Money Speaks". Thus the Indian Law takes so long to take action on law breakers.
Government take all steps for solve the all cases but if it thinks.

In a democratic setup there are many political currents.Anywhere in any country there is the political influence on judiciary.Indian judiciary
has been recognised in the world. It has many laws and bylaws. To prove the crime one has to climb a long ladder. Moreover according to the huge population there are lot many cases and court facilities are short,Indian Govt. is working intently on this problem by creating so called social courts but yet there is a long way to go.

Because the Indian Penal Code is based on British System which stipulates that one innocent should not be punished even at the risk of 99 criminals left unpunished.
This provision and then the other reasons with a huge number of Advocates' livinghood is the main reason of delayed action.

Reasons are plenty.
1. Absence of a system where minor matters can be sorted out without going to court.
2. Multiplicity of rules and regulations which are not well defined.
3. Indian habit of going to court on every flimsy issues. PILs etc
4. Lack of independence and efficiency of the machinery involved, judiciary, prosecuting agencies, investigating agencies etc
5. And to an extend the shortage of GOOD Man-Power in the system
6. the delay being good business.

It's because the politicians interfere and the people who execute the law don't bother to work with committment. If they had to be committed like our Kiran Bedi I am sure the Indian law will be swift and the poor man gets justice. Money and power keeps the law givers shut thier mouth and the poor and the marginalized suffer immensely.
