In terms of technology and war readiness. How is it rated against Australia?

Thailand by far! If you are just refering to the Southeast Asian penisula and disregarding China, than Thailand wins hands down.
First off, they have an aircraft carrier which only 9 countries in the world have. They also have a very capable airforce and army, that has been battle tested in incursions with Burma and Laos, not to mention the Islamic rebels in the south.
Secondly, the word "Thai" means freedom, and the full name of the country means something like "Land that has never been conquered". If you look at the history of Southeast Asia it has been colonized and controlled by European powers, except for Thailand which has never been conquered.
Finally, all Thai soldiers are trained in Muay Thai kickboxing. Watch one match of that and you'll see how badass they are.

Australia.
But if you don't consider them to be in SE Asia, I would vote for Malaysia. They purchase most of their equipment from the US and routinely rotate troops stateside for exercises and training.

I think India is considerd S.E. Asia so they would be the strongest. They even have an aircraft carrier.
