Get some white vinegar and mineral. Mix equal parts together and rub into her hair. Squeeze out the extra and put a shower cap over her hair and leave it on for an hour. After an hour shampoo with Dawn dish liquid to get the oil out. Then use regular shampoo and loads of conditioner on her hair. Then use a lice comb, the conditioner helps with the nits, makes it easier to get them out. Make sure she or you wash every bed linen and spray the bed and furniture. Buy new brushes too and pitch the old one.

Ok, it sounds like you are doing everything you should. I am going to tell you what I did when my kids brought those little buggers to me. 1. I BOILED all clothing. Even if it was clean, it was boiled. Then I washed it. I threw in some Tea Tree Oil because Lice HATE that stuff. 2. My son has TONS of stuffed animals so we put them in bags and squeezed out all the air [thus they couldn't breathe] and put them in the sun. If it's cold where you are I'm sure that would freeze them. 3. Shampoo the carpets. You'll need to do this more than once because they can keep living or maybe you miss some. 4. Vacuum the bed and car stuff. 5. Wash all bedding. 6. Bleach the walls the lice can live on the walls. My husband actually had to take a seminar on lice because he worked in a homeless shelter and saw a lot of lice. 7. Get some Olive oil and get the hair all wet with it. Put a plastic shower cap over the hair and have it be as air tight as possible. Leave it on for as long as possible. They usually recommend over night but with a child of four I wouldn't leave it on at night because it might suffacate her. Put it on early in the morning and leave it on all day. Rinse hair with vinegar. Comb,. comb, comb. Remember to do it again 7-10 days later [all of it] because new nits can hatch. 8. Put some Tea Tree Oil in your shampoo. It stinks but it works great at making the lice stay away. My son's head start teacher told us that one. As soon as we did that we stopped having lice. Tea Tree Oil is also used in very expensive hair conditioners. I bought a bottle of it for 25 dollars for very little. You can get the oil at Walmart {I think} and health food stores. It's expensive, a bit, but it's worth it in the long run. 9. If you have done ALL that and STILL you all have it get to the doctors. Years back [about 6] my ex husbands daughter kept getting it. No matter what we did it wouldn't go away. We took her to the doctors and he says the lice are getting stronger and immune to the medicated soaps. So he prescribed a stronger one. PS You CANNOT get lice from pets!

you need to sit and pick her hair every hour for the next week or better to get rid of them. go get the RID lice treatment and wash her hair the way it says. then sit down with her in very bright light so you can see the eggs at the base of the hair. they hide near the neck, behind the ears, and around the crown of the head. do not use the comb they give because that doesn't work well. you need to sit and pick as often as you both can stand and then pick some more (no joke) also you need to wash all of the bedding, spray her pillows and put them in garbage bags while still wet and tie them closed for at least 10 days. also you NEED to vacuum every place in your home after you spray it. my daughter had them for 3 months or better and i was doing all of this weekly (the picking i did everyday). lice is very hard to get rid of your last resort will be cutting her hair off to have better access to them. i also had to do this for my child. (haven't lived that down yet lol) good luck and i hope you rid of them faster than we did.

If the treatment from the store that you've tried is called RID, you are not giving it enough time to work. I have used this product on my son years ago, and know other parents who did at the same time (there was a lice "thing" going around his school).
As I recall, you need to comb it in, let it sit, wash it out. But it doesn't work right away. It takes a few days to see results. Make sure you are reading the directions carefully.
If that still doesn't work, I agree with justme... see a doctor.

You gotta get out all the nits (lil white eggs on hair shafts) w/ a fine tooth comb. Then go to your doctor & get a prescription because some lice are getting immune to over the counter & other treatments.

Let the treatment sit on hair for correct time, use the nit comb and make sure you get all of the nits, and CLEAN YOUR HOUSE. or you will get lice again and again.

idk what lice treatment you used, but most of them tend to be effective, go to the doc and get one if another one from the store doesnt work. but be careful lice shampoos are very very poisonious, dont get it in your sisters eyes or mouth. if you do call 911 and poison control, i can tell you what to do for the eyes, basically flush with water until paramedics arrive, and if it is injested never ever induce vomiting. with that said most lice treatments work if used several times over the course of a week. hope all goes well
