its not. its actually getting worse because younger kids from poorer areas are getting together and perpetuating the disease. as are horny drunkards in every area.

as well, in africa we havent made enough changes to drastically affect the numbers. it is going to take a huge movement to effectively educate and screen all the people there as well as providing protection and preventative tools and get them to be used.

its not declining, but there is a much better awareness which may be the first step.
