Because they are holy cities in Islam and special places to Muslims. Prophet Muhammed(PBUH*) declared that Mecca, Medina, and Jerusalem are the three holy cities of Islam and are important to all Muslims. We Muslims are not allowed in the Dome of the Rock which is in our third holiest city Jerusalem because the Zionists occupiers won't let us in and would kill us for coming into Jerusalem.

A) after Mohammed (PBUH) faught the jews out of Arbia (after raids from both parties) he commanded that non-Muslims should not enter those places.
B) God gave his words to protect those places and not even the anti-Christ will be able to enter them
C) it is applying the Sunna mainly
Sunna is a record for all of the prophet's words,actions,reaction and his companion's and those after the companion's.

From what I understand both of those places are holy cities for Muslims and allowing outsiders into those cities is considered a desecration.
