i like you am from northern Ireland and i think its a big rip of by the government and are politicians wont do nothing about it cause they have spent the past few years acting like children calling each other names rather than worrying about the things that's happening to are country

Same thing happened in Dublin 3 years ago when they started charging for bin collection. It was always in central taxation before. There was a big standoff and people including politicians went to jail for refusal to pay or obstructing the lorries. However too many people were cowards and would not stand up and be counted and eventuially the government won out.
They will contend that it isnt a double tax but simply a revision of the tax collection system. They however will not reduce the rates to suit. Hence you now pay more tax by the back door. You know what to do. Vote them out and vote in someone who will push for central taxation

Water Rates are not a tax, technically. They're a fee for goods and services -- delivery of water and removal of waste.
The government can levy a tax on anything that it wishes to.

The government now taxes you many times for the same item. They also tax you for the vaseline and KY jelly you need to be able to take all of this in.
You can not avoid death and taxes. Haven't you heard the old saw: "...we're from the government and we're here to help you!"

In the U.S., we get taxed twice ALL THE TIME! You get taxes taken out of your money, and then everything you buy, you get taxed- FROM that taxed money! Then the money you give other people THEY get taxed on that! Then when you die, there is an inheritance tax- on money that's already been taxed!
