The guard is a very professional force, and I've been proud to work with them in the past. To answer your questions:

1) Is it full time voluntary?
All military service is considered voluntary right now. Some guard units/positions are full time, others are what is called a "weekend warrior." You choose to apply for certain billets, and part of the billet is considering the comittment (most guard pilots are full time, for example)

2) Can you refuse to go to deploy (ex: iraq)?
No. You are never allowed to refuse military orders to deploy. Orders to deploy cannot be considered illegal orders (thus they are always valid) and disobeying a legal/valid order is against the rules of the UCMJ.

3) How much does it pay?
If you're full time or get called up to deploy with the active duty, it pays the same as the active duty military. If you're part time, then your pay depends on your rank and is lower than the active duty (since you have a civilian job as well)

When I was in about 8 years ago, the pay was about $120 a month for E-4 and below. Yes you have to go to Iraq if you are called up. The problem with the guard is most of them, in this country anyway, believe they are GI Joe when they don't have the guts to sign up for the real Army. That's why I didn't re-enlist.

Our National Guard is like your Territorial Guard.
