Every morning I walk our dog in the local park and I see this person also walking HIS dog. There is a driveway going into the park, and about 600 yards inside the park is a small car park.
What this person does is, he stops his car at the end of the driveway and lets the dog out. Then he drives up to the car park, with the dog running after the car. This person then smokes a cigarette inside the car, while the dog defecates on the grass. No effort is made to pick up the doggy poo. As soon as the guy has finished his cigarette, he pings the cigarette butt away onto the grass, ,then whistles on the dog which runs over and gets into the back seat of the car.
I live in a small village and to the best of my knowledge this dog is only walked once a day. The dog in question is a golden collie of the "lassie " type.
I would be interested in people's comments on this person's suitability as a dog owner.... I have my own opinions of course....

Well, on the surface, no, he is not a suitable owner.
But then it could be that he is disabled, recovering from a serious illness, or for some other reason cannot be active.
It is easy to condemn without knowing all the facts.

Sounds like it's a regular thing each morning. If you can pinpoint a time, phone the dog warden and report the fact that this man is irresponsible enough to let his dog foul and not pick up after it. With a bit of luck, he'll keep an eye on the situation and hand the lazy good for nothing individual an on the spot fine for allowing his dog to foul.
Of course, all us responsible dog owners find this practice very frustrating but I dont think there's anything that can be done about it.

First of all lets get one thing straight... I HATE DOGS. I do however feel that anyone who owns a dog should take damn good care of it as it is alive and has feelings, to what extent I don't know but dogs always seem like emotional creatures. Your neighbour is unfair to his pet but listen to this..., my next door neighbours have a huge dog a cross st bernard and something else. The only time this beast has been off thier 2 bed property is the couple of times he's escaped and managed to abscond for twenty minutes or so ( scaring the community half to death ). He's very boisterous and the only outdoor space he has access to is a 12 by 15ft yard. I have reported these scumbags as not only doe's the dog bark and howl frequently, but the back yard is covered in feaces, when the front or back door is opened one is almost knocked to ground by the stench of dog and these people have an 8 year old child in that house. I think your mutt ain't got it so bad after all.

sounds like great fun for the dog. the owner isn't very responsible but the dog is getting more exercise than most do. most places have ordinanaces about dog poo -- nobody should be in violation of ordinanaces.
i am sure the dog probably gets a couple proper walkings during the day--- the early morning routine one is just a lot more obvious.

This person is not a suitable dog owner. Someone should take this poor animal away and then lock this guy up for having stupid dog ownership skills.
And then write him a ticket for throwing his cigarette out on the grass. That's such a disgusting habit.

Report him to your local dog warden. If nothing else he should be fined for not clearing up after his dog. You at least know the time of day he can be caught. I doubt they will do anything about the fact that the dog is not being exercised though unless there is something to show it is being neglected or ill treated.

Its not to good that he leaves dog poo and garbage around, but hey at least the dog is getting out and being able to run around

His dog should be confiscated. People like that have no business owning pets. I hope this guy gets fined for leaving the poop and cigarette butts around. What a tw#t!

so everybody seems to think that the dog is in jeopardy because the guy walks it.... hmmmm. i guess i'm confused. i agree he should pick up the crap, the cigarette has nothing to do with anything. how in the world could he be called a bad owner for exercising his dog?

My husband used to take his rottweiller out in the country and let him out next to a cornfield and let the dog run next to the truck for a way for exercise when it was too cold to walk him.The dog loved the game.But this guy is just lazy and inconsiderate to others as well as his dog and should be reported for littering at the very least.
If he's routinely walking his dog at about the same time then call the police dept.so they can watch him and decide if any action needs to be taken.
