It depends.

If you scan at low DPI, than the video card will NOT make a difference.

If you scan at high DPI , then YES the video card will be able to show you the picture better cause it supports higher resolutions.

remind you that video card will never improve the quality of your scan file.

The quality of scan is done by your scanner.

If you want better quality scan, u may try update your scanning software, driver , try higher resolution, go to 600dpi or 1200dpi or buy a new one.

Not likely. The weak link is most likely the scanner or associated software/settings.
