Its only delusional if you KNOW it to be false, and believe it anyway. Its the fine line between lying to somebody and telling them false information that you believe to be true. The "lying" requires active deception, but the spread of bad information told by someone who actually believes it is not a lie because no active deception is involved. I know that might be "splitting hairs", but I've thought about this before, and this is the conclusion I came up with.
