Yes it is & no at the same time. These kind of questions are very hard to answer. I have lived in several countries including China & Mexico. Two very different countries and I never had a single problem.
Here the things you need to change or do
1. Learn the language even its just a basics
2. Be aware of your surroundings even if you are going to the ATM machine, look around
3. Ask your friends and neighbours where are the bad spots
4. Be cautious at first. Don't go out late, walk thru dark alleys
I know its seems that you are a little paranoid at first. In reality, China is a very large country. If you live in Beijing or Shanghai, its a lot safer than say living in Xinjiang Province. Every city in a country has its own unique identity.
Its just like living in the States right. Chicago is a nice city but which part of the city are you living at, the suburbs or South Side?. Well you get 2 different answers even for 1 city.
Shanghai or Beijing is a whole lot safer than most cities in the US, that's for sure. Even at night its safe to walk the streets (well at leats the ones I walk on, still I avoid the dark alleys).

Depends on your political outlook. The government is very strict on media and opinion (not a monarchy though), and can punish people severely for certain things. You can even get the death penalty for ferrying drugs. And yes, there are some criminals, robbers, etc.
However, for most people, it is quite safe. Chinese people are actually quite friendly (I would know, I am Chinese), and open to visitors. If you are just a law-abiding, not absolutely-commie-hating citizen, then you will be fine. The police force in China is quite effecient. And if you are a citizen of China, it's the safest place in the world!
And no, China is NOT going to bomb Taiwan, or anywhere else, for that matter.

A tourist carrying a British passport was found slain near a popular section of the Great Wall, the apparent victim of an attack that could undermine China's reputation as a safe place for visitors.
Chinese reported 4 million robberies in 2004, up 7.8 percent from 2003, the China Daily said, citing the Ministry of Public Security.
Police also recorded 1,130 bombings, 10,087 cases of arson, and 36,175 cases of rape recorded by police in 2004, a decrease of 28.3 percent, 12.9 percent and 9.8 percent respectively, the newspaper said.
Bombs are often used in personal feuds or business disputes in China, where most gun ownership is illegal but explosives are readily available for mining and construction.

i am a chinese, i dont feel safe . nowadays people here are very easy to become angry . dont know why , anyway i even dont want my family members gout out oftenly .
