As far as I know there is no intitutions programming PALs.
But you can try it out as it is important for you. If you can get hold to an IC programmer of reputed brand{ DATA I/O} is a good bet, Check the user manual of the programmer and find out wether this particular chip is compatible with it, if yes I can't see why you can't copy it.
