Once your food comes to an easy or rolling boil lower the heat.
Find the sweet spot that keeps the water at a rolling point, without getting out of control. If you need to simmer, lower the heat even more so only little bitty bubbles form. Every stove is different, so keep your eye on things. Good Luck

I read this in a cookbook, and I didn't believe it worked, until I tried it myself. Coat the sides of the pot, with butter or margarine, before adding anything else. You don't need to lay it on thick. I do it when I boil macaroni for mac&cheese. Works!

Turn the heat down and put a tiny bit of cooking oil in the water.

when it starts to overflow put a metal spoon in. The metal spoon absorbs the extra heat and stop it from boiling over.

Keep the pot on a low flame, check it frequently, don't cover it, or use a lid with a vent, don't fill it too high with the ingredients.
