What happens when I plug a Chi iron with only 25 watts into a converter made for appliances over 500 watts?

I have moved to South Korea, and I want to use my Chi iron. My converter says not to use with any appliances under 500 watts, but it doesn't say why. Will the iron just get extremely hot? If so, can I just turn it off and on to lower the heat?
