Beagles (like most breeds that size) can get whats called a luxating patella, or a kneecap that pops out of joint. This causes a classic hop like behavior. Usually this is not a problem, but it can get bad enough that it requires corrective surgery. Have your vet check the amount of drawer (movement) in his knees the next time you are there.

How old is the pup? Some puppies show joint discomfort if they have low levels of calcium - usually more prevalent in large breeds but I have seen it in smaller dogs. What are you feeding the pup? If the pup is on a good diet (eg Eukanuba, Optimum) and the pup is under 10 weeks old, it may just be a co-ordination thing - if in a few weeks the pup is still 'hippity hopping' I recommend taking him for a check up to his vet - better safe than sorry - good luck

I think it is normal, in fact both of my dogs did it when they were puppies.
Compare it to a human child, that hasn't quite figured out how to control their body movements yet.
