Who has to approach the authorities for emigration..the family sponsoring or the person being sponsored?

Looking to go to Canada where we have plenty of family...

The family sponsoring the immigration approaches the Immigration authorities in Canada that they are sponsoring persons to come to Canada and must file the necessary requirements. On the other hand, the sponsored family must approach the Canadian Embassy officials in their country and file the complete requirements for immigration including the requirements filed by the sponsors.
