Too fast, Too slow, unfortunately us guys have a bit of a tough time. What you have to remember is that everyone is different and have there own ideas of how dating and love should be.
I think the rose was a nice gesture and shows that you are caring and are not just trying to get her into bed and this must show that, well done!!!.
You could always try asking the girl what she wants, communication is paramount in any relationship, whether its just starting out or a long running marriage.

Its never too early to tell someone that you like them, let them know, then whether they like you or not, OR the time they take to tell you how they feel its up to them. Atleast you would have done your part.
Waiting too long can work to your disadvantage like it has previuosly.
Hang in there, she's just shy, she'll come around you'll see. What is meant to be will be!

Have you not asked her out again? What are you waiting for? Stop worrying about what you did - which sounds fine, by the way - and start moving forward. If you really want to impress her - buy her a flower with more of a meaning. You know - maybe something like a venus fly trap or something. Put a fly in it - and tell her that you feel like the fly.
All trapped and ready to be consumed by love.
She'll adore it.

Are you talking about your friend or her friend? If its your friend that had the boyfriend then it may be a bit soon for her. If its the other girl then maybe she has other relationship issues.
