With all due respect keep in mind that Bruce Lee was an actor.
If I understand your question correctly, then I would say good hand striking is more effective in the Mixed Martial Arts.
An Example would be Chuck Liddell, who grew up on Kempo Karate, then became a Kickboxing champ. Most of his fights are won from hand strikes. Leg kicks are still used in the MMA, but high kicks will usually leave you vulnerable to a take-down or being knocked off balance.
You can also watch a kickboxing match and the majority are won by the best boxer in my experience.

The beauty of MMA is being able to find your niche. I myself am a pretty good grappler and good at striking. I am NOT good in the clinch. So for me I want to kickbox or go straight to the ground. If my opponent is a stellar striker, I take my chances on the ground and vice versa. The great strikers use grappling only when needed to set up the big punch or kick and great grapplers use good striking to set up a devastating slam or submission. Its all about making your opponent play your game.

It really depends on the fighter. Some fighters have devastating hands, while others have brutal kicks. For example Chuck Liddell has great hand strikes but has also won with kicks. Then for anybody who thinks kicks are less effective - just look at any highlight reel of Mirko "Cro Cop" he detroys guys with his high kick. So really neither technique is more effective than they other just depends on the fighter.

Go with the hand strikes. Faster, more accurate, and don't involve limiting you mobility and balance.
If you land a good kick they can be powerful, for sure - but they're risky, slower, harder to aim, and you're pretty well stuck there while that leg is swinging around in the air.
Sweeps are good, fast leg strikes are good, and so on - But they all suffer the same limitations.

I don't know if it as simple as just which is better. Feet and legs control the hands, some times it's better to punch someone, sometimes better to knee someone in the grill. If you don't have proper footwork then you don't know how to box. You just can't say one is better then the other, that would just be the wrong way of looking at things. I suppose a true master could mess you up with all his limbs, not me though.
