The best option you have is to get in contact with Boeing, give thema good reason why do you need the details and depending on that they might provide you with the documents.

I was once given a hand book as a gift from someone who worked for boeing while visiting a friend who lived in West Seattle but that was a good 20 or more years ago well before 9/11 and since 9.11 I would not tell you how to get one even if i knew i am very concerned as to why you would want one and why would you want to know anything about avionics i can understand if you wanted to get a job in making avionics but then if you were going to do that you would not need to ask this question

I would be very careful about this due to the avation community and what happened with 9-11. There are a couple of options but all of which would require a security clerance of secret or higher. I had a secret clearance in the Navy and that allowed me to work on many products from Boeing. Of course they had to do a very deep backround check on me before granting clearance. Also to join the navy required much paperwork and backround checks. I would imagine it would be the same with all branches of the military. The other option would be to go to college for aviation avionics and work at a maintenance center. Either ways you have technical publications to work effectively and can reference tech manuals and find any news about defective components.

Boeing is built in my home town Wichita, Kansas and also in Renton Washington. I am sure if you contacted either of these locations they would be glad to lead you in the right direction for any info you may be seeking.
