The correct statement would be "the glass is half full instead of half empty". If the person says that "a glass is better when half full", he/she made a mistake. But, the intent is still the same as what was stated above: look at life positively, be optimistic. Everything has some good in it.

They mean that its better if someone sees "the glass as half full".

Where that comes from is that saying that some people see the glass as half empty while others see it as half full. It is said that pessimists will look at a glass half filled and say its "half empty" while optimists will look at the glass half filled and call it "half full".

If people are trying to point out that its better to be optimistics then they'll say its better to see that glass as half-full.

It would suggest that they had a positive outlook on life. An optimist rather than a pessimist. My glass is always half full, never half empty. I look to the future, not the past.

half full vs half empty represents one's attitude for instance a more positive attitude looks toward a half full glass a less positive person would say the glass is half empty. get it? the same glass seen in two different lights by two different people.
