She could just be a little shy or self conscious. Let her warm up to you. Be your cool self. Don't put on a false facade. If you're interested, just start trying to be her friend. Remember not to be too pushy. If there's something else behind this that you're not saying, you've gotta evaluate if you're being too forward and she's getting a little freaked out (sorry but it happens more than you'd think). Is she totally ignoring you? Or does she smile when you're around? Do you catch her looking at you?

I think that the above answers haven't covered the fact that she might not like you.
Girls act differently around guys they like, and those that they don't. Although it's possible that it's a "test for you to make the first move," I don't see how one could assume that.

She is either not very good at conversation or she is not having a good time. It COULD just be shyness though.
Most girls won't blurt that out, that they are not having a good time, so they just say nothing, in hopes that you'll bring her home.

How can we tell? She's not commenting! You can try to read her mind--that's very silly! Try asking her a question, that might start a conversation and it will give you a very good idea what she's thinking by how she responds.

she's either thinking she doesn't like you or she's thinking about how much she likes you and how shy she is, but then again she might just be thinking about something else.
